Solid Waste Management for Local Government Units (SWM4LGUs) is a project being implemented by AHT Group AG on behalf of German International Cooperation (GIZ) funded by the German Federal Ministry for Economic Cooperation (BMZ) and in partnership with the Government of the Philippines' Department of Environment and Natural Resources (DENR) through its Environmental Management Bureau (EMB).
Since January 2005, the project partners have been assisting select pilot LGUs in the Visayas in implementing their mandates in accordance with Republic Act (RA) No. 9003 or the Ecological Solid Waste Management Act of 2000. GIZ-AHT also supports regional EMB partners in the establishment and operationalization of Regional Ecology Centers (RECs) in Regions 6, 7 and 8 in the Visayas and Caraga Region in Mindanao. Upon the start of SWM4LGUs Phase II in January 2008, the project has also been working with the National Solid Waste Management Commission (NSWMC) in addressing policy gaps and in standardizing national guidelines for improved implementation of RA 9003 and its implementing rules and regulations (IRR).
